You have to remove the lower steering wheel cover and maybe the top one as well.
On the lever side is a lock nut and on the other, an Allen or torx bolt head (flat and round.) It's been a while.
You can either get the Allen / torx socket into the head of the bolt or you can grasp the bolt head from below with vise grips. Then tighten the nut. Just not too tight.
