Timing chain Issue Please Look!

Hello, I have a problem I broke a timing chain in my 1997 gt 40p engine (1997 Explorer 5.0). No one could give me a reason for this happened! I bent 4 valves and lots of pushrods, I am now assembling the engine again now. My Question: I went with a true double roller timing set. Everything fit well inside my timing cover (great!). However my problem is that the lower ballancer will not go in far enough, and doesnt quite line up. Has any one had this issue and what can I do? Thinking about it there are four options I can do.
1. Throw a couple of washers behind the accessories.
2. Shave/ Mill off the ballancer the access amount, than it will line up.
3. Try a different timing set.

Your advice will be appreciated.

I'd go back to the timing set. Did you compare the old parts to the new set? I'd pull it back off and find out what is different or changed. It needs to be right, but start by pulling the balancer carefully. Get it loosened and gently remove it, check the key in the crank to be sure it is still true to be able to fit right. Then go to the timing set.
