Need help read how to adjust torsion bars. my 1999 explorer seems to be frozen and wont adjust. Had sit for 3 years before I got it. sits up hill on level ground and turns like a wagon also checked shocks seems ok ? thanks for help
 






Use lots of penetrant, 13mm standard 6 point socket, and a cheater bar for leverage.
If not, briefly heat the torsion bolts with a torch to soften the overused blue Loctite.

You're lowering the front so loosen the bolts. Important to check alignment after. GL

Also would not hurt to raise front of vehicle to take some tension off the bars, making the adjusting bolts a bit easier to turn.
