OH Fiiiiiine here ya go.... They are mounted as far forward as they can be on the frame rails with the entire hook still behind the frame ears. Just drill you two holes through both walls of the rails and bolt them up.
one thing you guys didn't consider is that he has a 99-00.. If I recall, the bumpers are alot larger than the 95-98 and the opening in the center isn't large enough to get to the frame rails..
