Tranny Issues! Please give me guidance!

Well, it looks like all hoses seem to be connected underneath. The only thing I notice was a small (probably 1/4in) pipe hanging down that looked like it connected to the back of the engine. It ran all the way up there, but theres nothing on the end of it? Is this some sort of overflow tube? Or is there supposed to be something over it?
 






UPDATE on my tranny situation. It seems to do this no matter if its hot or cold. When I am on the gas it will not shift from 1st to 2nd. I have to let off the gas for a couple of seconds and then when I press it again, the tranny has shifted. I have NO idea what this is. Any more helpful hints to check given this new information?
 






The pipe you are referring to might be either the vacuum line going to the modulator, or an overflow hose that is connected to the top rear of the transmission. Check your governor for the 1-2 shifting problem. It is located inside of the extension housing. If it's clogged, it won't move. The weight has to move freely.
