Truck says: "Click... click." starter?

this happened the other day on my way to work. It just clicks when I turn the key. I noticed bad corrosion in the wires and a leaky battery. Spent a bill and it went away. until yesterday. I get in to go to work and "click". my voltometer reads about 8-9 volts. but it did the same thing when I tried to jump it off. I even toutched the jumpre cable directly to the starter lead and got nothing but a click.

Hmm.. Your voltmeter read 8-9 volts. Sounds like a battery that isn't charged. Is their something that is drawing current from the battery when the truck is off? I suspect you may have some of the following problems..
a bad/corroded set of cables on your truck. The 1st generation battery cables were known to corrode from within. I suggest replacing the cables if they are the original. Secondly, how is the alternator? The fact your voltmeter only read 8-9 volts makes me wonder if its working correctly. Definately recommend getting your alternator tested. Third, how is the battery? Can you get it tested to see whether or not its holding a charge? Got access to a charger where you can leave it charging for a day? I would also recommend checking/changing the starter solenoid on the firewall plus maybe checking the starter.
 






Sounds like a short in the starter to me, assuming that the grounds are all good.

When you spent a "bill" to have it fixed what exactly was repaired or replaced? If the starter is NOT getting enough juice then it won't fire up at all.
