Under dash panels

Hi, just wondering if there are supposed to be panels under the dash to cover the wiring and blower motor?

I know gm vehicles have these since they have channels built into them in order to send floor heat to both sides of the feet wells other then blowing on one side.
 






GM calls them "hush panels", they help quiet down any little road noise that might come through the firewall, and the blower motor noise. Of the 3 Explorers (02-05) I've had, None have had them. I dont believe any of them got them, Maybe the Aviator, But I havent got to play with one of those yet. My Mountaineer also doesnt have them.
 






That's dumb. How do they expect proper air flow around your feet when it's -30C. Her's has cold air coming in from around the blower motor. (Between the blower and glove box)

I already know the actuator flap doesn't function properly between cold and hot air without manually moving it. Also the vehicle is stuck on bilvl for air flow.
 






There are vents at the front of the console for heat in the floor, the cold air around your blower motor is a broken recirculation door. All 4 of the 3rd gen explorers I've had in my fleet have had that along with 3 having a bad blend motor. Do a search on here for recirculation door or fresh air door on more info. I've blocked off all of mine so far. Makes it harder to use defrost unless you crack a window if your ac isn't working. The ones with good ac compressors haven't had issues with blocking to fresh air vent off.
