The manual says to shut off, the heat and outside air place the switch to off position
and the lever to the far left. i still receive heat as if it were still on?

This was a design problem in '91-'93 Explorers. They fixed it in '94 by putting a heater control valve in the heater hoses. If you get the valve for a '94 Explorer and run a vacum line to it, it will shut the water flow off to your heater core. You will either need to find a wayto switch the vacum on and off or you will have to remove the vacum line when you want heat.
