So my AC and heater work. The vents just don't blow very hard. The middle two vent blow the hardest and the air is ice cold, but the side two barley blow what so ever. When I switch the back blower on and off it makes enough of a difference to tell, but nothing exceptional.

I did the actuator and flap, so I rechecked all the seals in the bottom and under the glove box and nothing. The fan works on all settings also. Could the fan collect dust like a ceiling fan just become inefficient over the years? Its not make any funny noises or anything.

Any other ideas?

There's a screen/grating between the blower motor and the ducts, so you might check that. Remove the coolant/wiper fluid recovery tank, remove the 3 bolts holding the blower motor/fan assembly, and clean out the area. I had to do this recently because a small twig got in there and was making noise. There was a fair amount of leaf debris, and you won't be doing any harm by cleaning it out.
