Vibration question...

I know this issue has been addressed before in regards to severe vibrations translating through the steering wheel, floor board and the seat of the pants. Given all of the suggestions from wheel bearings, warped rotors to simple balance issues, my question for those who might know is, when a tire is balanced at what speed do they balance it? Is there an industry standard?

Mine and several others that i've read seem to manifest themselves at a higher rate of speed 60+ mph. I want to think that i read somewhere in the past that they only balance up to 55 mph.
