Video of a noise on 2002 explorer

I have attached a video of a constant noise when my wheels rotate. This is not a noise when I hit a bump. I have my had 2002 explorer to 2 different mechanics and they have not figured it out. Any help would be greatly appreciated! Could it be as simple a solution as ball joints?

Dude, it sounds like something Cheech and Chong would drive! That sound is hilarious!


Sounds rotational, like with a high spot. A wobble. Look over wheels and axles.
 






Haha, well thats a positive way to look at it, ill have to really go over everything I guess
 






Sounds like the emergency brake pads are scraping, or the pads are gone. try pushing the e brake while moving and if you hear a change. the e system may need work.
 






It could also be the ball joints
 






have u had your ball bearings checked. My 02 mountaineer made that noise once and I believe it was my ball bearings.
