Water in tail light assembly

There are twist in bulbs and snap in bulbs,mine are twist in and thet have an o-ring type rubber seal.They look ok but I cleaned them up but it shorted out led's on one side and had to replace 150.00 used . The rear hatch holds water when I open it after a rain is there a drain for the rear hatch?
The rear hatch bottom has louver? Are your rear wheel wells rusted thru? The rear floor mat and carpet should be wet.

Open it and check for dralns? If there are any, obviously they'd have to be at the lowest point on the liftgate, when shut.

Backing up a bit, where is the water coming in? Fix that, and you won't need drains. Don't fix that, and you may end up with rust and possibly even electrical contact problems because even with a drain, there's still going to be a lot of moisture in there. If I understand what you're stating, I'd be popping the interior trim panel off and having someone point a hose at it while I was inside looking for the leak.

When it first starts leaking, have the person with the hose, stop spraying it, and the initial point where the water is pooling, should be the low spot where you could drill a drain hole if you had to.

I don't like the idea of putting a bare metal hole in a painted body part but you could paint that, and it's going to rust anyway and worse if it keeps leaking and not draining.

We might need a bit more detail of what is going on.

Oh wait a minute, you're posting about a 2013 in a 2nd gen forum topic. You might have better luck reaching with people who own a 5th gen, in the 5th gen forum.
