Water Leak from Behind Parking Brake Assembly

I have an 05 Explorer. My wife noticed that the floor on the front drivers side was always wet after it rained, snow melted, etc. I pulled up the door sill and found that the wire run plastic track was filled with water. I took the seat out, pulled the carpet out, climbed in, closed the door and had my son run the hose over the roofline/door/window area. I was able to see water dripping from behind/underneath the parking brake attachment plate on the left hand side of the drivers area. What could be bad that it is allowing water to seep into the car from that area? I tried taking the assembly off, but there is a plastic cover plate above the wire bundle that I could not remove to access one of the attachment bolts. Help!
