My brother-in-law put in a new water pump for me. H
ad to take fan and old pump to AAMCO to separate them. Engine turns over but it won't start. Could timing have been messed up or some other explanation?

The only part I can think he might have accidentally bumped and disconnected would be the ICM next to the radiator in front of the battery. Other than that, check the usual culprits for crank but won't start: is it getting fuel? does it have spark?

Check the crankshaft position sensor and wiring. Its right below the waterpump. The wiring runs right down almost in front of the pump.
