wax / paint ?

i picked up a 2015 pre-owned , metallic black explorer recently. I recently dropped back off at dealership for some free scratch removal, buff and wax they offered with the purchase. I have the vehicle back, and at a distance, it has a nice shine to it, but up close something is wrong. On the windows and body there is dark specs/spots all over it. There was a light rain in the way home, so not sure if the water did it or if they didnt completely wipe in the polish.Tiny dark specs all over it. Any thoughts? Is this just wax that needs to be rubbed in better? Im worried about permanent damage.

Im not talking about the acid rain spots/stains, Im used to that already, these spots are much smaller.
