weird clicking noise

I am getting a weird click noise from underneath my dash. It is coming from the center. It does it no matter if the truck is running or not. I think it might be coming from the thing in this video. What is that? Why is it making that noise. I can not get it to stop.

I notice while at highway speeds it does not click as much or as fast...

It is a metal sounding click...That is why I was thinking it was that thing in my video...It also does it when the truck is turned off...
