Weird idle

I have a '94 xlt 4X4 explorer that when you first start it, it will run fine then if you shut it off and restart it it idles weird, it also smells like gas under the hood after you have ran it. No check engine light. Any ideas?

possibly the fuel pressure regulator, a leaky fuel injector, plugs not firing leaving unburnt fuel in the cylinders. lots of things that can cause these problems.

There is a vacuum line that is "blocked" off with a screw. It is hard to describe where it is at. I can take a pic tomorrow of the location. thanks for the replies.

Agreed. When someone plugs a line and leaves it, usually means it improved the vehicle's behavior so they decided to live with it. If you put that line back in place, it'll likely run like crap.
