What is this open hose behind intake manifold?

Is this an open hose I am looking at? Seems kind of odd. Isn't obvious where it connects to, or may be it is just a vent. Don't worry about the overspray around it. I was doing some engine cleaning.

not a port

That's not a port (no hole). I think it is associated with casting the upper intake manifold. There's another one just like in front of the IAC valve.

It is weird. Does it lead to anywhere? What is that looking like a diaphragm in the middle? I moved the armed with the engine running but made no difference.
