What is this?

Looked under my explorer tonight and saw this rubber flap hanging down. Is it road debri or part of the vehicle? I'm not that mechanically inclined but it is coming out of the right side of what I think is the front crossmember?? Here is another picture.

looks like heat/debris shield for the gas tank

So can I tuck it back in somehow or just cut it off?
