what will fix my brakes?!

'98 4.0L SOHC, 4WD EddieB
I have a '98 EB 4WD with 32k miles. The brakes are horrible. Spongy feel, very poor braking power. ABS does work.

I am going to bleed the brakes this weekend and hopefully that will help but keeping $ in mind, should I:

a) replace the rotors and pads
b) turn the rotors and replace the pads
c) replace the pads
d) get a fatter life insurance

I took off a front wheel yesterday and was shocked to see the amount of rust on the disks. The thickness looked fine but the surface isn't very smooth. The brake pads looked ok to me.

Can somebody suggest a good rotor/brake-pad and where to get it from? I don't need anything 'high performance' to try out crazy stunts. Just regular street driving :)
 






I would bleed the brakes first. If that doesn't solve your problem, I would look into replacing the master cylinder. That was not an uncommon problem on the earlier Explorers, not sure about the newer ones.
