Wheel/Tire play

2001 Explorer Sprt 2WD
I have a problem with it getting squirlley @ high speeds, it jumps back and forth. I put the front up on jack stands and I can pull/push the front wheels 1/4 of an inch by hand pretty easily. Is this normal? Should there be that much play? Is it a bad rack?

No it is not normal. There should not be any movement. You might get by with repacking the bearings and tightening them up. And yes the play in the bearings will cause the problem you are having.
