When they start leaking, or bouncing too much. I believe also at like 75k miles.. I did mine and did notice a difference.

its hard to know really. they go bad so gradually you don't really notice it. you basically flow with it b/c its not instant. you will notice when you put new ones on. i did mine at 65k. some do earlier.. some do later.. depends on what you want.
