unless you are putting a drop down bracket for the radius arms I wouldn't even worry about taking the rivets off.. You can go about 3" either way without having to worry about the radius arms binding.. Anything more than a 3" lift or drop than yes you will need to remove the crossmember.. Don't remember what bolts were put in my crossmember but they came with the bracket.. make sure you get grade 8 bolts though..
Less stuff to remove...now, and in the future...that's why some people don't like to remove the spring, swaybar, shocks, etc. just to change a little bushing. It's all a matter of preference, neither way is better.
