Why does my 2002 have a tiny 1.25" receiver on it?

I just bought a 2002 Explorer XLS. It has a tiny 1.25" receiver on it. Yesterday, I was walking through a parking lot and saw 3 other 2002 or newer explorers,......they all had the tiny receiver as well.

What's up with that?

fortunately, I'm only occasionally pulling a folding harbor frieght trailer with a motorcycle on it,.....so, no problem there. Just seems strange that an SUV this large would have such a wimpy receiver.
 






Most likely due to tow package being an option - with the 2002 (3rd gens) they got a 5 speed and to get the 7k (v8) in towing they added 3.73 gears. v6 i think also got the 3.73's but the tow limit was 5k. Not many got the tow package BUT since its an '02 and the hitch is a bolt on, you can swap it out for the bigger hitch. Dosn't really change the tow rating, just more bike rack options. 4th Gen it all changes with the v8 and 6speed.
 






Simple answer: the original owner didn't order the HD towing package.
You are limited ot 3500 lbs max tow rating.
