I had the same issue which turned out to be a bad relay in the fuse box under the hood. Try replacing both relays, there are two of them for the wipers.
In the power distribution box under the hood, there are several of the same type relay. You can swap a relay from a known working circuit into the wiper relay position(s) to test them.
