Wiring issue

My 04 explorer xlt 4wd has 12v on both legs of #1 60 amp fuse (pjb #1) with the fuse uninstalled. Is this normal?

I wouldn’t think so. I’d test it with a load, and not just a meter.

I had to boost it off and now pats light is flashing rapidly and I assume it's stuck in anti theft mode but I did check everything in both fuse panels with test light and that's when I ran across the #1 fuse pjb#1 issue

Boost it off? Do you have 2 keys? If so try the other one. After that check the pickup ring that goes around the ignition cylinder.
