Won't crank/start

I have a 2004 Explorer (4.0) and everything has been fine until the past few days. I went to crank it up and nothing happened, it wouldn't even turn over. Prior to this i've had no noticeable problems as it's a vehicle I use daily. I first checked the battery which I was told was going bad so I purchased a brandnew one hoping it was the culprit but to no avail. I removed the starter and took it to my local autoparts shop to have it tested to which it passed all of the machine tests...I also checked all of the fuses and everything seems fine. This is the extent of my knowledge unfortunately and I am at a loss on what the issue could be. Any help would be greatly appreciated.
 






You need to do a voltage drop test on the battery cable. Make sure you are getting power to the starter. You could even check for any power, as it doesn't take much to throw the solnoid. More to turn the motor.

Also, can you hear the pump turn on when you move the key to run (not start)?

You may have a PATS issue. If you search that in the search box you'll find more info.
