would a 90 ranger motor work in my 93 ranger the is one on the craig list for 250 with 45000 miles on it

What motor in each? If it's the same motor, it should be fine. If they are different motors, then it may be doable, but it won't be a "plug and play" type swap.

Its a 4.0 with a 4.0

The long blocks are identical. There are several differences in engine management stuff (I don't know all of them). Worst case scenario: you have to strip the new engine down to the long block and swap everything from the old engine onto the new engine.
