I got a 99 explorer 4.0 I was driving an it died all the sudden like it ran out of gas but it has a half tank I have fire at the plugs fuel at the fuel rail I can hear fuel pump whine checked the interia switch it's fine what else could it be

The pump could still be bad. Check to see if you have fuel pressure. It could be a severely clogged filter too.
