I just received a call back from the dealership about the air duct... They said the parts department researched it, and "according to the VIN of my vehicle" it does not come with the air duct even though my '16 XSport with the tow package has the cutout in the fascia and the mounting points for it.

Just an update after bringing it to the dealer. Last week when I stopped in to make the appointment I gave them the part number listed above. That part number is not for the turbo ecoboost.. It's for a normally aspirated Explorer. So, they ordered the correct one and will call when it arrives.

Yes it is. Do a Google search on IACV noise there are a few videos on it. They tend to "gum up" over time hindering valve operation. Cleaning it with a carb cleaner MAY work but, only for a short period of time. (I've tried it) .
