2002 Ford Explorer Missing 2 wires to Blend Door? Did it ever work?

Purchased 2002 Ex a week ago.
Heater blowing hot air only.
All fuses good.
Thinking "Bad Blend Door Actuator" I pulled it out last night.
(Mad that I have lost my 8mm Craftsman socket somewhere doing this)
Opened it up and all gears are good and everything spins freely.
Operated door itself by hand with right angle screwdriver & moved freely.
(Now I know why I bought that thing 10 years ago)
Started checking the wiring and voltage levels and an confused at what I found.
Expected to find 5 wires installed in this 8 pin plug.
No, the plug for the actuator has only 3 wires & 3 connectors installed in the plug.
No 12V + or - pins exist in the wiring harness.
No slack to work with and check further.
(Or by that time I was frustrated and quit for the night)
This part of the harness looks like it crosses to the passenger side and is not part of the loom that goes up to the HVAC controls.
Is this a factory plug or some aftermarket assembly?
The actuator I pulled out had printing 604-207 plus other unreadable text.
Googled that and it shows up as a Dorman part number.
Now I know why some of the screws were missing in the console when I pulled it apart.
Some one else has had there hands in the same problem.
The HVAC controls look like a plain manual system.
No dual zone or electronic controls.
What am I looking at here?
Why are there no 12V power connections on this wiring harness?

Solved

Emailed Dorman with schematic I sketched of the actuator that was in the car when I bought it.
They informed me the 604-207 was incorrect.
I needed the 604-209 for the manual HVAC controls.
Installed and all is ok!
