I have a head scratcher with my blower fan... Have a 2002 ST with the blower only working on high and low speeds. Speeds 2 and 3 run the fan on low. I thought it was the resistor and swapped it out thinking it may be bad.. no change after 2 of them (sometimes even new ones can be defective). I replaced the dash switch and no change.. I took an ohm meter to the resistor and checks fine... if I do the switch bypass test it does not work respond correctly (Does not run fan on the related switch setting.
Full disclosure - I bought it used.. I never noticed if it was working correctly when i bought it (worked on high), it has had the resistor connector replaced and I think the wiring there is correct.
Are there multiple relays? any common issues with the wiring?
