You may want to drop the fuel tank and check out the fuel pump and lock ring. Usually the rust is from the stock fuel pump assembly rusting away inside the tank, or at least the upper part crumbling apart and falling inside. Washing out the tank and getting a new stainless steel assembly goes a long way towards cleaner fuel and keeping the fuel filter clean. Otherwise the filter just keeps getting the flow blocked up with rust.

I did the whole clean up today and replaced the fuel pump and assembly, how ever I did forgot to get pictures of that. Washed a TON of rust and gunk out of the tank.

I changed a fuel filter in 2009 on a 1984 thunderbird with 302, 25 years later. It was my wife's grandma's car.

Can you imagine how much better the engine ran afterwards?! It ran so well that I popped a head gasket... oops!
