Hey folks, I'm trying to remove the two interior trim panels underneath steering wheel on 2017 Explorer...any tips would be appreciated. Thanks!

Welcome to the Forum.
I have never attempted that but I believe others have to make it easier to get to the cabin fuse box. Hopefully, someone that has done it will respond.

I don't know what (if anything) changed between '14 and '17 but the exploded view of the '14 shows just clips (meaning gently pry the panel off in the direction the clips go in) besides two screws at the bottom of the center, lower steering column trim panel #10, and 4 screws on the cover assembly #6 . See attached images. I'd probably use typical plastic or rounded edge metal trim tools. Harbor Freight has a few cheap sets, Amazon too.

The above is accurate

I have a '16 Police Utility. If memory serves there are a couple screws at the bottom....then clips. Pull straight out...not down. The clips are tight. There is a neat panel underneath that is held with screws. I may have a photo of the back side of the trim pieces if it;s a help.

The part over your knees comes out first...then the panel with the headlight switch.
