Missing CEL is an easy fix. Easier with Haynes or similar repair manual (can get from Auto Zone or similar, or order online), but just locate and remove the three screws/bolts underneath the radio panel, and pull the panel out just a bit.
Locate and remove the screws/bolts on the underside of the shade above the gauge cluster. Check and see if there are screws/bolts on the kneecap buster holding the dash cover on before attempting to remove; it's super easy to crack the dash panel while removing, even if you put the steering wheel as far down as possible.
Removing the gauge cluster after that is easy, just unscrew the bolts and pull forward, but be careful not to damage the wiring harness behind it. Got to reach behind it and disconnect before removal.
After that, it's a simple matter of identifying which sizes of light bulbs you need. There are two different sizes, one size for the back lights and an other size for the warning lights. Just replace all of 'em, they're cheap enough at parts stores, and keep the old ones for spares.
As far as the shifting goes, I'd first make sure that the transmission fluid is fresh and full, not overfilled. Beyond that, I can't help too much, but search around and see if others have similar issues. It might be time for a rebuild.
