Can I change my ABS brakes out to non ABS and still pass inspections?

I did the brown wire mod tonight, but, I noticed that my light stayed bright continuously when on and seemed as though it wasn't cycling the transfer case. I did check and double check the wiring that I did. But, what else should I look at, Only if there is a problem here?

First I have a 98 5.0 with the 4R70w 2wd Trans. I am having problems with it, so I am looking at swapping it with a 5R55e which would also give me 4wd. Question is : Will the 5R55e bolt up to the 5.0 without conversions and will I lose any towing capabilities?
