Could you explain this "engineering tool?" Is this something the dealer could do upon request? I'm only aware of FDRS and IDS being dealer softwares.

You could. Just make sure your state doesn't do emissions, it will never pass the inspection. Not sure if commerical are exempt or not.

It shouldn't be any issues if you're using the same diameter pipe. I'm not an exhaust tech so to me, I'd just make sure to match the pipe diameter when doing the exhaust. Or just straight pipe it and cut the cats too! No restrictions 😂

You'll need to find a way to hook it up to the vehicles power. It won't be a plug and play solution for the seats. If they just need power, I do recommend using the 6 pin or 14 pin upfit connectors. Be sure you have original seats in case an airbag warning comes up on the dash.

2020 FPIU has an actual linkage connected to the shifter and the civilian one has a motor. It would not be possible most likely. If so, it'll be very hard to accomplish. The civilian console does not fit into the dash either on those vehicles in my experience.

If you do, buy one from the dealer. There is people having issues with aftermarket ones. Do not get a rebuilt one either if all possible.

Replace battery. It's probably on its last leg since you said it's 3.5 years old. Be sure to reset the battery monitoring system after replacing the battery.

Buddy of mine got a 2020 Police Interceptor Utility, it does not have the secure Police Engine Idle button. Could I replace it with a new headlight switch that has that button and enable it in FORScan? Or is there more to it?

Generally a "performance" code such as P04F0 "EVAP System High Pressure Purge Line Performance has been detected.", generally means the high pressure purge line has failed.

There's likely an electrical issue from the police upfitting and decommissioning of the vehicle. You can also check the upfitter harnesses behind the two cigarette lighters. Those usually have a wig wag wire and some others. They might control the brake light flashers.
