01' Sport won't rev past 3000 RPMA?

While in park and neutral, my truck won't rev past 3000 RPM. When it hits exactly 3000 it makes a rahRAHrahRAH noise and shakes the truck. While in drive though, the engine runs very smoothly and will rev up to 4000+ RPM if I floor it. Any advice?

For my 2000 strategy (CDE4) there are three different rev limiters:
Rev Limit 1 On set to 6250 rpm
Rev Limit 1 Off (i.e. excessive engine oil temp) set to 7000 rpm
Rev Limit Neutral 0 On set to 6250 rpm
In the 2001 and later strategy the Rev Limit Neutral 0 On is set to 3000 rpm
It may apply to both automatic and manual transmissions.
