12V power supply not working

Hello, my wife delivers the mail and her 04 explorer v6's 12v power supply stopped working yesterday. I had her stop and grab another fuse (power point #2 because it was broke. #7 under the hood) this morning and she popped it in and it still is not working. I checked the fuses under the dash and they are all good. I also checked power point #1 when she got home today and it is good. Any ideas on what could be fried? She needs the outlet for her safety light on top of the explorer.
 






Pull and check #24 fuse ("cigar lighter/OBDII") under the dash. Look again just to be sure. Swap fuse #9 under hood with #7 and check power point. Plug a different adapter in there to check for power, do not use the adapter that may have caused the fuse to blow. I did that not realizing problem was cell phone charger/adapter.

I have checked 24 and it is good. I also swapped out 7 and 9 and no change. I have chnged the actual 12v plugin with another. I plugged in my gps, cell phone, and another light and no power is getting to the 12v. I told my wife it is time for her to bring it to the dealer because I have done everything I can think of.
 






Did anyone ever gat a fix for this? I have the same problem and Im stuck. I put a meter on the box and there is no power to fuse 7
