1997expolrer will not start just clicks

checked starter,and purchase new relay switch still just makes a clicking soung ,battery is fully charged
 






Ive had the same problem with our 96. I think it has something to do with the anti theft malfunctioning. If I pull the disconnect the battery for a few and put it back it will usually start.
 






Clean your battery terminals?
Check cables for corrosion @ starter also.
Tap on starter with a hammer.

A recently new to me explorer wouldn't start at the gas station today, the terminal clamps were tight but I wiggled the ground and it was able to unleash the powah.
 






not anti-theft

If the external starter relay is clicking then you don't have an anti-theft issue. Anti-theft disables the starter relay.

I agree with Robman - check all connections to and from battery, starter, and starter relay. Is it possible the engine is seized? Can you rotate the crankshaft with a socket and drive on the harmonic balancer retaining bolt?
