1998 Explorer starting problem

I tried searching for this problem but didn't find it. I recently bought a 98 Explorer 4.0 SOHC that has 86k and is very clean and well maintained. The problem is occasionally it won't start, it only seems to happen after it was recently shut off within 20-30 min. Wait another 20 min and it starts right up. It will start on starting fluid, then stall so I know it's a fuel issue. I'm thinking fuel pump but wanted to check if anyone has had the same problem here. Well I just picked up a cheap fuel pressure test kit from Harbor Frieght and it's reading 28 PSI at idle with the regulator hooked up. Sounds a little low to me so next is to check with the regulator unhooked. Where the heck is it on these motors?
