1999 explorer v8 5.0 started up, starter kept running

So I went to start my explorer tonight and it started fine, but the starter kept running. It sounded like it was stuck. I turned it off several times and the starter kept running even with the ignition off. The truck started back up several times. Instead of just driving it home, I turned it off and disconnected the battery. I reconnected the battery. Now I have no dash, no windows, no radio and the truck won't start at all. I have headlights and dome lights and door chime. tried locking and unlocking via keypad so I know it isn't because of that. Had to get a tow truck to tow me home. Ignition, or starter solenoid or relay? OBD reader won't detect engine for diagnostic.

Update: turns out my #5 50 amp fuse under the hood was busted in half. Replaced it and was able to get my window up and my dash back. The starter sounds like it is locked up so I will replace it tomorrow.
