1999 trailer hitch

trying to install hitch all bolt holes match up but the hitch hits the factory saftey chain hook ups can them be removed or are they made to the bumper

Something else isn't right... They should not be making contact. I would contact the hitch manufacturer about the issue.... there's no reason that a properly designed hitch for the application should interfere with the OEM bumper hitch. (Mine didn't)
