99 XLY Explorer trailer hitch

I bought a used 99 Explorer and it came with a trailer hitch.
I've never used it and it seems that there is a light flashing in the hitch control under the stearing wheel. It flashes 0.C....it also has 2 nobs on the side witch goes from -0.1 to 9.0.
I wanted to know if the flashing of this 0.C is affecting the car in anyway or what is the reson for this?

Help?
 






That thing under the steering wheel is the brake contorller- it wont affect anything as far as how your truck drives. It simply controls attached trailer brakes. If it bothers you, you can unplug it. There is a six wire plug on the back.

No problem on where you posted, just moved it so you may get some more answers and for future reference for others.

I'm not sure I know what you mean about regulate brakes for the hitch- could you explain a little more?
