2000 4x4 issues

I have a 2000 Explorer with 4x4. When I engage 4x4 high in the snow I'm only getting power to the rear wheels. If I let off the gas, then start to accelerate the front wheels will rotate for about 3/4 of a wheel turn then stop turning. Let off and it repeats over and over.

What in the transfer case could be causing this? I'd like to rebuild it.

Does it function the same in low? First suspect would be the clutch.
 






Normal 4x4H and 4x4L both act the same. I have the TCase out. Is there a way to visually inspect for clutch wear? I've rebuilt manual transmissions before, but never a TCase or automatic so my existing knowledge is somewhat limited, however I am mechanically inclined.
