2000 exp 5.0 wont start

my 2000 explorer wont start unless I spray starter fluid into the intake.after that it runs.even if I try to start it after I shut it off I have to spray it again. my fuel pressure when I turn the key is [MENTION=172142]65[/MENTION]psi and stays there once I get it Started

if you prime the fuel pump a couple of times before starting, does it help?
