hi,
New to the forum and i have lost the key to my truck. So to counter that i drilled the old ignition lock cylinder out and and bought a new pats lock cylinder. No wires hurt etc during the install. So today i took it to my dealership to have the keys programmed to the car. I get a call saying that it goes through all the steps until it tries to communicate with the instrument cluster. So they are unable to program it, and i am wondering if i could get any help trouble shooting the possible problem. Im just not willing to pay the dealership when i am able to trouble shoot and fix the problem, and frankly unable to (pay them). Any help is appreciated. I have searched on this site, but haven't really found any answers. Im not against bypassing the pats, but i haven't found a clear cut way to do so.

If you bought a new chip key, they will not work with your PATS and PCM until you program them into the PCM memory. You need the original 2 keys from the car to program new keys into the system. If you don't have them you gotta take the car to the dealer and hopefully they will know how to do that; but apparently they don't know how to do that.
Your best bet may be to go to a pull-it junkyard and get these from a similar donor car:
1. a key (better to get one with 2 keys,)
2. ignition cylinder, (easy to get out if you have the key)
3. pats module, (behind the passenger air bag)
4. powertrain control module (firewall passenger side)

The trick is to get a matching set of chip key, PATS module, and PCM. Since your transciever (the ring around the ignition cylinder) is okay, you don't need that.

The engine, transmission, and # of oxygen sensors (3 for a '01 Explorer): ALL of these have to be the same as yours. You may as well get the door lock cylinders while you're at it. I did this with my '01 Exp Sport by getting the set from a '00 explorer that matched all the right characteristics. Otherwise you need to go to a different dealer, have your car towed to it and have them make a new key that matches your PATS module and PCM security codes for outrageous fees.
