2001 Explorer Sport Rear Hatch Question

The handle for opening the rear hatch is no longer connected. I took off the inside panel and have been manually moving the two rods that move left and right to open the door. However I can no longer physically move those rods.

My assumption is the hatch is locked (but I am not sure as it no longer has the little pop up thing indicating if its unlocked or not.) and locking/unlocking the truck doesnt seem to have any effect on the hatch.

When the hatch is locked are those horizontal rods immovable or is something jammed up somewhere?
