2001 Ford Ranger H20 pump, 2 weep holes?

Pump is 1 yr old, has two weep holes, hole #1 is for the pump shaft seal, hole #2 is located below the casting for the pump shaft seal. There's a small press-fit plug (like a freeze plug) adjacent to hole #2 and it's the hole that's weeping fluid from it.
•What's hole #2 for?
•Is this a relief valve?
•If it's passing coolant, is that an indication of blockage in the cooling circuit?

Last week I replaced the water pump gasket because it ruptured after being in service for 9+ months. I suspect the root cause of the gasket failure was due to improper bolt torque. When I replaced the gasket, I flushed the cooling system with straight tap water. I observed the flow out of the top of the radiator and it ran clear, looked good.

During basic flush, found some debris from the water pump gasket along with some high temperature RTV sealant on the drain **** screw for the radiator while flushing the circuit.

I don't think I have a bad water pump and I don't think a pressure tester is going to help me determine why weep hole #2 is passing cooling. Has anyone else in this forum seen weep hole #2 leak before?
