2003 Explorer spare won't go up or down

Just bought a 2003 Explorer and I have been going over things to see what needs my attention.

I noticed that the spare tire is loose. I tried to tighten it up by winding it up to the body, and it won't go up OR down. Just curios what my options are to get the tire down so I can evaluate what need to be fixed on the mounting hardware?

Have you tried yanking on it while someone lowered it?

I tried prying on it while trying to lower it. Not sure if I was prying on it enough to possibly help move it. My son was planning on helping me tomorrow if this dang rain stops for a while.

My plan was coating the whole cable etc. in oil to help retard any rusting once I get the spare out of the way.
